Use Commercial wax stripper or Ammonia- then use liquid wax spread it out with a Mop, the buff it when it dries.
It depends on what your floor type is certain floors can be damaged by strippers. Test a small area first if you are not sure. I good rule of thumb is to use the name brand as the wax used.
If your floor is really bad go to a janitorial supply store, you may want to rent an electric scrubber and a wet dry vacuum. If not have some hand scrubbers, hard deck brushes, and smaller scrubbers (for corners). Small putty knife works for corners as well.
Be sure you have cleared the area and sweep or vacuum first. Mix and apply the stripping chemical (a commercial grade stripper is best found at any janitorial supply store) according to label instructions. Have two buckets one for the stripper and one for the rinse water (using a wet vacuum to rinse will save time).
Work sections small enough so that the chemical and stripped wax do not dry by the time you vacuum or mop of the wax. Scrub until you have removed the wax, you can use the putty knife and run it on the floor to be sure you have removed all the wax.
All strippers require that you allow them to soak for a while to work, follow directions on the label.
Once you have removed all the wax, you should rinse the floor several times to be sure there is no reside from the stripper. Using a wet dry vacuum will speed this process.
Be sure the floor has completely dried before applying wax. Follow label instructions for applying wax, but generally applying a few thin coats is better than thicker coats of wax. It will allow for a more constant and harder finish.
Inspect before waxing to be sure you removed all the old wax, in some cases you will have to re-strip certain heavily built up areas. Having a uniformly stripped floor is important if you want a good even looking floor finish when you re-wax.
Be sure you use gloves and shoes that won’t leak, stripper is very nasty and you do not want it to touch your skin. I once had some spill on my running shoes; I actually had to go to the hospital for chemical burns. I always used boots from then on. Best of luck.
